§ Mr. Heathcoat-AmoryAs I made clear in my answer of 2 December at column680, the Government use the terms European Community and European Union according to the subject matter under discussion. The treaty of Rome, the treaty of Paris and the EURATOM treaty, as amended by titles II, III and IV of the treaty on European Union apply to the "Community" pillar; title V of the Treaty on European Union applies to the CFSP pillar; title VI applies to the justice and home affairs pillar; and titles I and VII apply to the European Union collectively as well as to individual pillars. There are some cross-references to different pillars within each title.
