To ask the Secretary of State for Foreign and Commonwealth Affairs what progress is being made with other aid donors in agreeing economic and social indicators against which the progress of aid projects can be judged.

The Development Assistance Committee of the Organisation for Economic Co-operation and Development—OECD—provides a forum for co-ordination between aid donors. Following discussions in the Development Assistance Committee, the OECD published in 1992 a manual, "DAC Principles for Effective Aid", copies of which are in the House of Commons Library. These principles cover, among other things, economic and social issues relating to the appraisal of aid projects. They are being incorporated into the Overseas Development Administration's procedures for managing aid projects.
