§ Mr. Llew Smith
To ask the Secretary of State for the Environment if he has any plans to introduce a duty of care for recycled materials.

§ Mr. Maclean
The duty of care introduced on 1 April under the Environmental Protection Act 1990 covers all controlled waste, including material intended for recycling.
