What would be the effect on the Treaty of Rome of the insertion into Title XVII of that treaty of Article 138a of the Treaty of Maastricht.

Article 138a of the Maastricht Treaty emphasises the importance of political parties at European level. The article is declaratory in nature. It will have no direct effect on the operation of Title XVII, nor on any other of the treaty's provisions.
