asked Her Majesty's Government:

Whether the answer of Baroness Trumpington (col. WA 93, 26th October 1992) does not make it clear that they have been forced to accept cessation of nuclear testing by the action of the United States Government and whether that action was not a question of inability as stated in that answer, but one of free decision by the United States Government which consequently imposed a decision to cease testing on the United Kingdom.

When he signed the Energy and Water Development Appropriation Act, President Bush made clear his disagreement with its provisions on nuclear testing. As we have no plans to seek alternative testing facilities to those in Nevada, the implications for the UK are as detailed in my Noble Friend, the Baroness Trumpington's reply of 26th October 1992 (col.WA 93).
