§ Mr. Robin SquireLocal government is responsible for determining the pay of its own APT and C—white collar —chief executive and chief officer, manual and crafts staff. Ministers have no power to limit pay settlements for these groups. I expect local government to conclude settlements within the 0 to 1.5 per cent. range announced by my right hon. Friend the Chancellor of the Exchequer in his autumn statement and the chairmen of the local authority associations have undertaken to do their very best to produce settlements within this range.
