To ask the Minister of Agriculture, Fisheries and Food if he will list by grade the numbers of staff and their cost for 1991–92 and the estimated figures for 1992–93 for each executive agency for which he is responsible.

Responsibility for this matter is delegated to the Agricultural Development Advisory Service, the Central Science Laboratory, the Central Veterinary Laboratory, the Intervention Board executive agency and the Veterinary Medicines Directorate. I have asked their respective chief executives to write to the hon. Gentleman direct.

Letter from G. Stapleton to Mr. Martin Redmond, dated 7 November 1992:

I refer to your recent Written Parliamentary Question to the Minister of Agriculture, Fisheries and Food about the number of staff by grade employed by executive agencies for which he is responsible and the associated staff costs for the 1991–92 and 1992–93 years. As the Minister promised in his reply I am now writing to let you have the information for this Agency.

The Intervention Board employed 999 staff during the 1991–92 year and our estimated projected manpower figure for the current year is 1,037 staff. I attach a table which provides a breakdown of these staff totals by grade.

I enclose a copy of the Agency's Annual Report which I hope you will find of interest. Page 23 provides details of our administration expenditure and you will see that staff costs, ERNIC and pensions, accounted for £15,394,000 during 1991–92. Our estimated forecast for the current financial year, which includes a factor for inflation, is £17,716,000.

Question:

As you know the Minister has asked that Chief Executives of executive agencies for which he is responsible write to you direct with their answer to your question.

The number of staff by grade employed at the Central Veterinary Laboratory during 1991–92, and the estimated figures for 1992–93, are listed below at Annex 1.

The staff costs during 1991–92 were £10,561,000 and the estimate for 1992–93 is £11,467,000.

To ask the Minister of Agriculture, Fisheries and Food, if he will list by grade the numbers of staff and their costs for 1991–92 and the estimated figures for 1992–93 for each executive agency for which he is responsible.

In his reply to the above question about Executive Agencies in MAFF, the Minister said that as this was a matter which was the direct responsibility of Chief Executives, he would ask them to write to you direct. I am doing so as Chief Executive of the Veterinary Medicines Directorate (VMD).

The numbers of staff by grade and their costs for 1991–92 are set out on pages 47 and 42 respectively of the VMD's Annual Report and Accounts, a copy of which was enclosed with my letter to you dated 26 October.

The estimated figures for 1992/93 are 91.5 staff and £2.202m staff costs; the actual figures will be included in the VMD's Report and Accounts for 1992/93 due to be published in July 1993.

Parliamentary Question: To ask the Minister of Agriculture, Fisheries and Food, if he will list by grade the numbers of staff and their cost for 1991–92 and the estimated figures for 1992–93 for each executive agency for which he is responsible.

ADAS was established as an executive agency on 1 April this year. The enclosed figures for 1991–92 are therefore based on the number of ADAS staff in MAFF at 1 October 1991. These figures do not include MAFF administrative staff who were also engaged on ADAS work, many of whom transferred across to ADAS from 1 April 1992. As the figure for 1992–93 is based on the number of ADAS staff in post on 1 October 1992 the figures for the two years are not directly comparable. The figures provided relate only to "non industrial" staff. About 135 "industrial" staff, e.g. farm workers and craftsmen, were employed by MAFF on ADAS work on 1 October 1991, compared to an ADAS staff in post figure of 98 on 1 October this year.
