§ Mr. Needham[holding answer 14 July 1992]: As I informed the House on 8 July, I had already asked Mr. Kelsey, through his editor, to supply any evidence he had about the fraudulent use of end-user certificates so that my Department might follow up his allegations. He has not done so.
