§ Mr. Leigh[holding answer 14 July 1992]: My hon. Friend wrote to me on 27 April. The letter was received on 29 April. Following advice from officials, the case was transferred to the Department of the Environment since it fell within their areas of responsibility. My hon. Friend was informed of this in a letter of 7 July. I understand that my hon. Friend the Parliamentary Under-Secretary of State replied to my hon. Friend on 14 July. I regret the delay in dealing with this case.
