asked Her Majesty's Government:

What action they are taking during the UK Presidency of the EC to ensure that primary environmental care is supported both by national and Community overseas aid programmes to promote sustainable development at local level.

The Government support the principles of primary environmental care, which aims to link meeting people's basic needs with care for the environment and giving people increased control over the resources they depend on for their livelihoods. We encourage the application of these principles in our aid programmes and those of the Community. We have told groups like Oxfam and the International Institute for Environment and Development, who are among the pioneers of primary environmental care, that we are ready to consider specific research or project proposals on primary environmental care which they put to us for funding.
