asked Her Majesty's Government:

Whether, during the United Kingdom Presidency of the European Community, they will seek agreement on a five-year timetable to increase the volume of member states' overseas aid to the United Nations target of 0.7 per cent. of GNP so as to fulfil their commitment to Agenda 21.

Together with other developed countries, Her Majesty's Government reaffirmed their commitment at Rio to the UN target of 0.7 per cent. of GNP for official development assistance, and have said that they will reach that target as soon as possible. No timetable was agreed at Rio. The Government are not prepared to set down a timetable nor will we be seeking any EC agreement on this matter.
