To ask the Secretary of State for Scotland what ethnic minority grants, along the lines of those available through training and enterprise councils in England and Wales, are available to refugees and ethnic minorities in Scotland.

[holding answer 12 February 1992]: There is no precise equivalent in Scotland to the ethnic minority grants available through training and enterprise councils in England and Wales; but local enterprise companies have a broader range of powers than training and enterprise councils, which enables them to assist members of ethnic minorities in a variety of ways.
