To ask the Secretary of State for Scotland what information he has about the training performance of local enterprise companies.

[holding answer 11 February 1992]: The responsibility for monitoring the training performance of local enterprise companies rests with Scottish Enterprise and Highlands and Islands Enterprise. They have reported regularly to my right hon. Friend that the Government's guarantees on youth training and employment training are being met and that the needs of the aim group for employment training are also being catered for. In addition, regular management information on a variety of aspects of training performance is beginning to be submitted; and my right hon. Friend and I also receive a variety of less systematic information from diverse sources. The overall picture which emerges is that local enterprise companies are securing effectively the delivery of training programmes which are increasingly better matched to local economic circumstances and focused on securing a steady improvements in quality of provision, including improvements in the achievement by trainees of qualifications.
