Whether in their view some countries signatory to the non-proliferation treaty may construct and use enrichment and reprocessing plants while others may not; and if so, on what grounds they expect such a distinction to be made, and by whom.
The Earl of CaithnessAll states parties to the treaty on the non-proliferation of nuclear weapons (NPT) are fully entitled to possess enrichment and reprocessing facilities providing that nuclear material processed in these facilities is subject to the appropriate safeguards.
