§ Mr. Ieuan Wyn JonesTo ask the Secretary of State for Wales what steps are being undertaken by his Department to monitor the consultation work with disabled people undertaken by local authorities in preparing their draft community care plans.
§ Mr. Gwilym JonesThe Department has been closely reviewing with each county planning team the draft social care plans. Part of this review has involved consideration of the consultation process with a variety of interested parties including disabled people. Other consultations have taken place with the voluntary sector and user and carer interests. It is proposed that such consultations will continue within an annual cycle.
§ Mr. Ieuan Wyn JonesTo ask the Secretary of State for Wales if he will list the local authorities in Wales which have produced their community care plans in braille or on tape.
§ Mr. Gwilym JonesSocial care plans are, by their nature, very bulky working documents and are not targeted at the general public. However, local authorities are required to produce information for the public on the key elements of their social care plans—the range of services available, how to gain access to them, how to make complaints or suggestions, and avenues of redress—in a range of formats including writing, tape and braille. Welsh Office guidance, issued September 1990, on the preparation of social care plans refers to this requirement.
