To ask the Secretary of State for Wales if he will list the training and enterprise councils in Wales which have fulfilled their obligation of granting guaranteed youth training placements for all 16 to I7-year-olds.

It is not posssible to say that at a particular date all 16 and 17-year-olds have been allocated training placements because there is a stream of new entrants or re-entrants to the guarantee group. I am satisfied that all seven TECs in Wales are giving the highest priority to fulfilling their obligations under the youth training guarantee.

To ask the Secretary of State for Wales what steps are currently taken by his Department to monitor the availability and quality of youth training placements within each training and enterprise council area in Wales.

Officials in the Department regularly monitor management information provided by TECs on the numbers of young people seeking youth training placements and the number of placements available. TECs are also obliged through their operating agreement to have effective quality assurance systems to ensure that all TEC providers of training obtain and maintain the status of approved training organisations under the Secretary of State's published criteria or an alternative system approved by the Secretary of State, which is of equivalent or greater assurance and effectiveness.
