What information officials visiting Lhasa in July sought concerning the "detention centres" at Gulsa and Outhsidu; concerning labour camps in Tibet; and concerning the sentences imposed on the 600 people reported to have come before the courts in Lhasa during 1990.
The Earl of CaithnessThe officials were told that 600 people came before the Higher People's Court in 1990 and that 72 per cent. of these were civil cases. They were unable to visit any labour camps but questioned local officials about conditions in detention, and encouraged the authorities to provide more information.'
