asked Her Majesty's Government:

Whether they consulted the office of the Dalai Lama before the visit by officials to Lhasa in July, or sought information from Amnesty International, Asia Watch or the UK Tibet Support Group.

The Earl of Caithness

The officials drew upon information and reports from a number of groups, including those mentioned in the noble Lord's question in preparation for the visit. They did not consult the office of the Dalai Lama.
