asked Her Majesty's Government:

Whether they will arrange for the hospital beds and other facilities prepared against the contingency of large casualties from the Gulf war to be retained for the use of civilian patients in order to reduce waiting lists.

Baroness Hooper:

Plans for the reception of Gulf casualties by the NHS were made on a contingency basis. Health authorities were not asked to prepare beds and other facilities in advance.
