asked Her Majesty's Government:

Whether they will provide a definition of "voluntary organisations" for the purposes of Section 7E of the Local Authorities Social Services Act 1970, inserted by Section 50 of the National Health Service and Community Care Act 1990, and whether they will direct that local authorities should use this definition in determining eligibility for payment of funds provided by Parliament under this section.

Baroness Hooper:

"Voluntary organisation" is usually understood to be a body the activities of which are carried out otherwise than for profit.

Under the terms of Section 50 of the National Health Service and Community Care Act 1990, the grant may be used only for making payments to voluntary organisations which provide care and services for alcohol and drug misusers. Payment will be made to initiate, expand or improve voluntary sector alcohol or drug service provision.
