asked Her Majesty's Government:

What is their response to the appeal from the Council of Baltic States, dated 24th May 1991, following renewed aggression by Soviet forces.

The Earl of Caithness:

We are concerned at recent reports of action in the Baltic Republics by Soviet forces, reflected in the appeal from the Council of the Baltic States. We have made it clear to the Soviet authorities that we believe that the only way forward is through peaceful and serious negotiation without threat or use of force.
