asked Her Majesty's Government:

Whether they would support an International commission of inquiry on the Baltic States, as an agenda item for the CSCE meeting in Berlin in June.

The Earl of Caithness:

The draft agenda for the meeting in Berlin of the CSCE Council of Ministers provides for discussion of current issues, under which the situation in the Baltic States could be raised. Any proposal for a commission of inquiry under CSCE auspices would require the consent of all CSCE participating states.
