asked Her Majesty's Government:

What is their response to reports by Amnesty International of a purge by Khmer Rouge in July 1990, and whether they support the Japanese proposal to investigate the Khmer Rouge's alleged violations of human rights and to bring those responsible to justice.

The Minister of State, Foreign and Commonwealth Office (The Earl of Caithness):

We cannot confirm the reported purge by the Khmer Rouge in July 1990 but share Amnesty International's concern at all reports of human rights abuses in Cambodia. We welcome Japan's active contribution to the peace process, and are considering Japanese proposals to prevent the recurrence of genocide, although both the State of Cambodia and China have expressed reservations.
