asked Her Majesty's Government:

At what level in the Ministry of Defence was the decision taken that Royal Ordnance plc should be enabled to make a profit from the employment of 21 Explosives Ordnance Disposal (EOD) Squadron, Royal Engineers, without taking out comprehensive insurance.

The decision to deploy 21 Explosive Ordnance Disposal (EOD) Squadron was taken by the Secretary of State for Defence. The decision was made on the basis that Royal Ordnance plc would meet the full costs of the servicemen and indemnify the Crown agent against any pensions and any compensation payable to servicemen who might be injured. It is a matter for Royal Ordnance to take out insurance to cover themselves for this eventuality.
