On what basis they calculate the additional, or "extra", costs incurred by service personnel engaged on work that does not normally fall to the services, and on what basis they calculate the costs to which these are in addition.

The extra costs are those costs that arise directly as a result of undertaking a task. They are in addition to costs which would have been incurred irrespective of whether the task has been undertaken.
