Lord Holme of Cheltenham

asked Her Majesty's Government:

Whether they will be contributing to the South African Council of Churches' fund which is being set up to provide assistance to returning exiles; and how much they intend to contribute.

The Earl of Caithness

We have set aside £500,000 under our bilateral aid programme for black South Africans to help with the process of reintegrating returning exiles into the economic life of South Africa. We are exploring with the South African Council of Churches and others how best this can be used.

Whether they have any plans to provide financial assistance to South African exiles returning to South Africa from (a) the United Kingdom; (b) elsewhere.

We have set aside funds under our bilateral aid programme for black South Africans to assist with the reintegration of returning exiles. Those settled in the United Kingdom, but wishing to return and of limited means, may be eligible for assisted travel under the small voluntary repatriation scheme administered for the Government by International Social Service of Great Britain, under Section 29 of the Immigration Act 1971.
