To ask the Secretary of State for Social Security what was the number of appeals made against the refusal of single payments reaching SBATs in each year since 1985; and what proportion were successful(a) where neither claimant nor representative attended, (b) where the claimant attended but was unrepresented and (c) where the claimant attended with a representative.

The success rate of single payment appeals decided by Social Security Appeal Tribunals (SSATs) are as shown in the table. There are as yet no statistics available for the year ending 31 December 1990.

However, national insurance contributions are levied only on earnings from employment and this is consistent with the approach of the national insurance scheme since its establishment in 1948.
