To ask the Secretary of State for Social Security if he will outline the terms of the agreement by which his Department acts as an agent for the Department of Health for welfare milk; and if he will make a statement on the saving in this area this year.

[holding answer 21 February 1991]: Following the division of the two Departments, arrangements were made for the Department to continue to provide administrative and other operational services for which the Department of Health is then charged. Savings in the current financial year from changes to the reimbursement prices to the suppliers of liquid welfare milk are estimated at £7.9 million.
