asked Her Majesty's Government:

Whether in their view, as depository signatory of the Non Proliferation Treaty, the presence of United States nuclear weapons in South Korea has a bearing on the unwillingness of North Korea, another signatory of the treaty, to place its nuclear programme under the International Atomic Energy Authority safeguards regime; and, in that context, what advice they are proffering to the Government of North Korea and to the Government of the United States.

Each non-nuclear-weapon State Party to the Non Proliferation Treaty undertakes to conclude a safeguards agreement with the International Atomic Energy Authority in accordance with Article III of the Non Proliferation Treaty, to enter into force not later than 18 months after the Non Proliferation Treaty enters into force for the state concerned. This obligation is unqualified. Our position has been made clear at every suitable opportunity.
