Mr. Blunkett

To ask the Secretary of State for the Environment if he will list the regulations he intends to publish as a result of the Local Government Finance Bill; and if he will make a statement.

Mr. Portillo

Subject to the enactment of the Bill, we intend to publish orders and regulations covering the following main areas:

  • Valuation
  • Liability, exemptions, discounts and reductions for disabled people
  • Transitional reductions
  • Demand notices
  • Administration and enforcement
  • Tax setting and precepting
  • Funds
  • Levying and special levying
  • Valuation tribunals

My right hon. Friend the Secretary of State for Social Security would publish regulations on council tax benefit.

Dr. Cunningham

To ask the Secretary of State for the Environment what will be the total level of Government grant per head of adult population for 1992–93 for each of the district councils of Cumbria.

Mr. Portillo

[holding answer 11 December 1991]: Under my right hon. Friend's proposals, the totals of revenue support grant, national non-domestic rate and, where appropriate, area protection grant per head of adult population for each of the district councils of Cumbria are as follows:

table. Actual cash receipts in any year will depend on the extent to which sales were financed by loans from the authorities.
