HL Deb 23 April 1991 vol 528 cc4-5WA
Lord Dormand of Easington

asked Her Majesty's Government:

What progress is being made in implementing the Education Act 1981.

Baroness Blatch

Local education authorities have been discharging their duties in implementing the provisions of the Education Act 1981 since 1983 when the Act came fully into force.

The Act has successfully established a coherent framework for identifying children with special educational needs, assessing their needs and making appropriate provision to meet those needs. The steady increase in the numbers of children with statements being educated in ordinary schools is one indication of the progress being made.
