asked Her Majesty's Government:

Whether the Prison Officers' Association was consulted before the recommendations of the investigation into the attempted breakout from HM Prison, Belfast were made public in the media; and whether the Association will be consulted before those recommendations are implemented.

The recommendations in question relate to the security of HM Prison, Belfast and therefore are not suitable for publication. Consultation with the Prison Officers' Association will take place in the normal way if any of the recommendations impinge on the interests of its members.
