To ask the Secretary of State for the Environment if he will introduce regulations to control the dumping and recycling of tyres and the processes connected therewith; and if he will make a statement.

The introduction of regulations would not be appropriate. The treatment and disposal of waste tyres is already subject to licensing controls by waste disposal authorities under the Control of Pollution Act 1974. These controls are being strengthened in the Environmental Protection Bill and proposals for a duty of care will also require producers and handlers to avoid risks of pollution or harm to human health in their treatment, keeping and disposal of all wastes, including tyres.
