Mr. Fatchett

To ask the Secretary of State for the Environment if he will set out the moneys allocated for public relations and advertising by Leeds development corporation in 1989–90 and 1990–91.

Mr. Moynihan

Leeds development corporation's budget for promotion and publicity, which includes the corporation's activities in marketing its area is £320,000 in 1989–90 and £480,000 in 1990–91.

To ask the Secretary of State for the Environment what sum Leeds development corporation has spent on advertising and display signs.

The amount spent by Leeds Development Corporation since designation in June 1988 on promotion and publicity is £488,000 of which £26,500 has been spent on display signs.

To ask the Secretary of State for the Environment if he will set out the compulsory purchase powers of Leeds development corporation outside the designated Leeds development corporation area; and what guidelines are issued by his Department in relation to the use of such powers.

An urban development corporation is empowered by section 142 of the Local Government, Planning and Land Act 1980 to acquire compulsorily land outside its area which is adjacent to its designated area and required for purposes connected with the regeneration of its area; or required for the provision of services, whether or not the land is adjacent to its area. The Department has drawn UDC's attention to these statutory provisions and their interpretation.
