HL Deb 06 December 1990 vol 524 c20WA
Lord Kennet

asked Her Majesty's Government:

Whether they share the view of the United States administration that Pakistan is engaged in a nuclear weapon programme; whether they agree with the definition of a nuclear weapon programme as the possession of the relevant parts, and not only assembled weapons; whether in the light of available information, they expect the United States to cease military and economic aid to Israel until its nuclear capabilities have been dismantled; and if not why not.

The Earl of Caithness

We are concerned about the unsafeguarded nuclear programme in Pakistan. We have always encouraged all non-parties to accede to the Nuclear Non-Proliferation Treaty; this would engage them in an undertaking not to manufacture or acquire nuclear weapons.

A nuclear weapon programme would begin before the actual manufacture of a nuclear weapon.

US policy on military and economic aid is a matter for the United States Government.
