asked Her Majesty's Government:

Whether they agree with the United States Secretary of State that after the withdrawal of Iraq from Kuwait, a regional security regime should be set up to cover the whole Middle East; with whom this proposal is being discussed; and whether they hold that any such proposals have a direct bearing on events in the Gulf area and in the Occupied Territories.

We have begun preliminary discussions with our allies and our friends in the region. Much will depend on the outcome of the Gulf crisis. At that time we shall be willing to play a full part, in co-operation with the states in the region, and in conformity with Security Council Resolution 678, in restoring international peace and security in the area.
