§ Mr. Heathcoat-AmoryDetails were published on 20 October 1989 at column261 of a £1.1 billion (1987 prices: £1.4 billion at November 1989 prices) investment programme to bring the remaining identified bathing waters up to European standards. An additional £1.5 billion investment programme to treat all sewage before discharge to coastal waters was announced by my right hon. Friend on 5 March at column 452. We intend that these programmes should be integrated and completed as soon as practicable.
