asked Her Majesty's Government:

Whether it is their understanding of the Intermediate Nuclear Forces Agreement that manufactured missiles which have not been transferred to the immediate possession of the Soviet armed forces are excluded from the operation of the treaty, and if so what risk might this pose to the United Kingdom and its European allies.

The interpretation of the treaty is a matter for the parties to the treaty. However, it is our understanding that the treaty demands the elimination of all ground-launched missiles and launchers with a range between 500km and 5,500km as well as certain support facilities and structures.
