asked Her Majesty's Government:

Whether the British Government were consulted about the more than doubling of United States expenditure on bases in Britain which President Bush has proposed to the US Congress, and whether they have agreed to this.

Details of the United States budget plans are a matter for the United States Government, but my department maintains close liaison with the US authorities on their proposals for the bases made available to them in the United Kingdom. All military construction projects at these bases require the approval of Her Majesty's Government before they can proceed.
