asked Her Majesty's Government:

What surveys have been conducted in Paddington in relation to the proposed Paddington-Heathrow rail link, what consultation has been, or is intended to be, held with those likely to be affected, what bearing the proposal has on the proposed relocation of the Victoria coach station and what account will be taken of it in examining the latter, how the railway link is expected to affect or be affected by London Underground plans, and whether they will now make a comprehensive statement concerning these closely interconnected matters.

British Rail has commissioned a study into traffic in and around Paddington station, to see how best to handle the extra traffic generated by the rail link. I understand both BR and BAA are already discussing their proposals with local authorities affected, and that they will continue to consult as plans develop. Any planning application for a coach terminal at Paddington would be the subject of a public inquiry, which would take into account the effects of the Heathrow Express. The impact on the Underground is being taken into account in the Central London Rail Study, where the main findings should be announced towards the end of the year. In the light of this I see no reason to make a statement now.
