§ Mr. Douglas HoggNo. As the then Home Secretary said in his statement to the House on 19 January 1982 at column 163 the report was from an inspector of constabulary to the Home Secretary and as such enjoyed, and continues to enjoy, the normal confidentiality which such reports have always had. A detailed summary of the report was place in the Library at the time.
