To ask the Secretary of State for Transport what was the outcome of the negotiations held on 17–18 March between the British and United States Government about United States carrier access to Manchester international airport; and if he will make a statement.

Regrettably, agreement was not reached with the United States Government at the discussions held on 17–18 March that would permit the immediate commencement of additional services to Manchester by United States carriers.

Both sides agreed to pursue matters emerging from the discussions that might lead to early progress being made. At the very latest, a second round of talks will be held after the volume of air traffic during the summer season is known.
