To ask the Secretary of State for the Environment what planning procedures will apply to proposals for the construction of a new terminal at Heathrow airport or the development of a rail link to central London; and if he will make a statement.

Application for planning permission for a new terminal would need to be made to the local planning authority in the normal way. The promoters of any new rail link from the airport to central London could be expected to seek parliamentary authorisation via a private Bill as is normal in the case of authority to construct railways. When such a Bill is passed, the works have permitted development rights under class XII of the Town and Country Planning General Development Order 1977.
