The promoters of any new rail link from the airport to central London could 701W be expected to seek parliamentary authorisation via a private Bill as is normal in the case of authority to construct railways. When such a Bill is passed, the works have permitted development rights under class XII of the Town and Country Planning General Development Order 1977.
