§ Mr. GummerI opened the 39th annual meeting of the International Whaling Commission last year and issued a statement to this year's meeting which has just taken place in New Zealand re-emphasising the need to uphold the moratorium on commercial whaling, stressing that it should not be undermined by misuse of provisions for scientific whaling and stating that further attention should be paid to a number of issues including humane killing to further the IWC's important responsibilities in the conservation and proper use of the world's natural resources.
