§ Mr. Michael ForsythThe Scottish Home and Health Department does not set annual targets as such. In medical services the establishment of senior registrars is determined annually. Targets are being negotiated with health boards for the numbers of recruits to nursing training and annual discussions take place with health boards about requirements for staff in certain professions allied to medicine. health boards are being encouraged to develop manpower planning in the context of the Department's monitoring of progress towards the priorities set out in "Scottish Health Authorities Priorities for the Eighties"—the SHAPE report.
