To ask the Secretary of State for Northern Ireland what consideration has been given to bringing forward legislation(a) to abolish ground rents and (b) to allow house owners and tenants to buy ground rents out for a nominal sum.

The subject of ground rents is being considered by the land law working group as part of that body's overall review of the land law of Northern Ireland. The working group produced an interim report on ground rents in 1983 which recommended the prohibition of the future creation of ground rents and a simplified procedure for buying out existing ground rents. The working group's final report is expected to be published later this year and the Government will then give careful consideration to all the recommendations contained in that report in the light of consultations which will follow its publication.
