To ask the Secretary of State for the Environment on what dates in each case 1986–87 revenue balances and capital receipts were paid to London boroughs; what were the amounts; and how each payment varied from the original estimates.

Mr. Chope

The amount of revenue balances and capital receipts distributed by the LRB to London boroughs in 1986–87 is published in LRB's annual report and accounts available in the Library. The estimates of amounts to be paid were contained in LRB's published budget, copies of which I am arranging to be placed in the Library. Timing of payments is the responsibility of the LRB.

To ask the Secretary of State for the Environment by what date 1987–88 revenue balances and capital receipts will be paid in full to the London boroughs.

Mr. Chope

The payment of capital receipts by the London residuary body to the London boroughs is governed by the Local Government Reorganisation (Capital Money) (Greater London) Order 1987, SI 1987/118. This provides that the residuary body shall use its best endeavours to secure that payments are made on or before the last day of the financial year in question. Any part of a payment not so made shall be paid no later than 30 June in the next financial year.

The date for payment of revenue balances is a matter for the LRB.
