To ask the Secretary of State for Defence how many extra staff are being taken on to operate executive responsibility budgets in armed services(a) training establishments and (b) headquarters; and at what cost.

The information requested is not recorded centrally. However, it is estimated that the numbers and costs of the extra staff required to process and interpret the management information associated with executive responsibility budgets in the field of service training are as follows:

1 £ million per year at 1987–88 prices.

The requirement has been met through the redeployment of staff within existing manpower ceilings and cash limits.

To ask the Secretary of State for Defence what steps are being taken to reduce the growth in paperwork resulting from executive responsibility budgets in the armed services.

Mr. Sainsbury

Executive responsibility budgets are a key element in the MOD's response to the Government's financial management initiative and have a major role to play in the promotion of greater efficiency in the management of resources. This necessarily calls for more and better management information.
