To ask the Secretary of State for the Environment what discussions he has had with local authorities about the possibility of strengthening present legislation on the illegal dumping of rubbish in residential areas.

Mr. Moynihan

There have been no recent discussions with local authorities about illegal dumping. but the Government remain concerned that action should be taken to reduce or eliminate it. Our proposals for strengthening the law on waste disposal, including a duty of care on waste producers and registration of waste carriers, were made in a consultation paper issued in September 1986. We are considering the responses and hope to make an announcement shortly.
