§ Mr. DunnMy right hon. Friend has taken note of t he findings of this report, which was commissioned by my Department and has been published. The broad conclusion of the report is that children can benefit from pre-school experience of a variety of forms. The Government have always accepted this and believe that their current policy of maintaining the discretionary basis of provision is therefore right.
