To ask the Secretary of State for Education and Science if he as any plans to implement the findings of the Child Health and Education Study which reported in 1987 on "The Effects of Early Education"; and if he will make a statement.

My right hon. Friend has taken note of t he findings of this report, which was commissioned by my Department and has been published. The broad conclusion of the report is that children can benefit from pre-school experience of a variety of forms. The Government have always accepted this and believe that their current policy of maintaining the discretionary basis of provision is therefore right.
